Ask him to replace SB131 with
the CATO model legislation for a Universal Education Tax Credit.
This can be done by "A Substitute in the form of an Amendment"
The CoLA committee believes that the Cato model is substantially superior to those bills already proposed

Attached is some basic analysis and comparisons of the bills.

The first attachment is the most important, and runs through a list of important pieces of a good tax credit bill, which are reflected in Cato model education tax credit legislation, and then lists the ways in which the VA legislation currently proposed falls short of good policy design. The last page of that document goes into more explanation of why these policy design considerations are important.

The second attachment is a one-page guide to good tax credit policy design.

The third attachment is a detailed discussion of why a 100 percent education tax credit is by far the best policy structure.
