I.  HB 614 FAILED TO PASS TODAY ...
And Folks this is a Major Victory for Team Liberty ...
 
HB 614 was the 'lock box'  locking you into Agenda 21 style Comprehensive planning.  If your plans for your property did not coincide with the 'plan,' you were out of luck.  We still have a lot of work to do, but this comes sweet on top of all of the sweating we did over this bill.
 
HB 614 Comprehensive plan; 
controls future land use decisions of governing body.
 
 
II. HB 1281 - Killed in Committee on 02/02/12
 
HB 614 added all surface water to wetlands regulatory control. The bill pretended to make it look like Virginia was in control, but if you looked inside the bill, it was all Agenda 21 ... and the EPA and the Feds calling all the shots. 
 
That the EPA and the Feds are the ones really controlling of the bill, this was admitted to in the course of our sub-committee testimony.  I never expected to wrench such a concession out of the committee.  That this happened may have been a deciding factor in Delegate Byron's decision to table the bill for further study.
 
I talked to Delegate Byron very briefly after the committee session.  lt was my impression that she was very badly shaken by the email and phone call pressure coming into her office against the bill.  And so, here is another example of what we can get done by working together.
 
It is widely believed that Delegate Byron accepted a bill that she did not write and did not fully understand.  One delegate told us that, "She got played."  That is our impression too.  This is happening all over the General Assembly.  Many, many delegates and senators are being 'played' by some very sophisticated people who are behind the running of United Nations public policy under deceitful cover.  All I can say to the delegates and senators is: Buyer Beware!!
 
There are some other smaller victories, but these two are the Biggies.

To those of you who are on networking lists but have not yet participated in phoning and emails, we urge you to hop onto the Liberty Wagon... and put a Liberty Buzz into the ears of delegates and senators ... because if a tiny group of well motivated Patriots can move mountains,  then many, many more of you will obtain Liberty.

People from all over Virginia are telling 'me' how good 'my' Alerts are.  Folks!  It's Sandy Garst.  I can't even begin to describe the impact this Patriot Lady is having on Liberty.  Hillary may have said " ... it takes a village."  I say Hillary got it wrong.  It takes a mom, and Sandy is that mom making the difference around here.

Why?

If you are not already affected by a UDA or Sustainable Communities Comprehensive Plan, is your local BoS or Town Council aware of UN AGenda 21? Will they vote in favor of the Comprehensive Plan designed by the regional PDC? 

The Planning District Commissions write the Comprehensive Plans. PDC's are run by the APA (an ICLEI partner)

The American Planning Association wrote the book, Growing Smart---A Legislative Guide Book, now known as "Smart Growth / Sustainable Development".....UN AGenda 21.
'Sustainable Development' is an official term, coined in a 1987 report produced by the World Commission on Environment and Development. Entitled Our Common Future or the Brundtland Report (after the Chairman of the commission, former Norwegian Prime Minister Gro Harlem Brundtland), the report defines 'sustainable development' as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs"; this includes economic growth, environmental protection, and social equity. The entire report can be found on-line at the United Nations Department for Economic and Social Affairs Division for Sustainable Development website.

By making HB 614 become law, you have just put ALL zoning decisions into the hands of the APA whose sole focus is Sustainable Development / Smart Growth / United Nations Agenda 21. 

That means that on my rural land, zoned Agricultural (A1) I am not free to do any of the following:

Within the Agricultural District (A-1), the following uses are permitted by right. An asterisk (*) indicates additional, modified, or more stringent standards are listed in Article 1, Definitions, Use and Design Standards.
• Accessory uses as they pertain to items covered in the Statement of Intent.
• Accessory buildings, above one hundred fifty (150) square feet in size, without a main principal dwelling.
