There has been some confusion as to whether the state should form state exchanges or leave it up to the federal government to form federal exchanges. This provides the argument for state exchanges.

This is information from Carol Stopps, legislative chairman for the Virginia Federation of TEA Parties:
Attached is a handout from the recent fall Federation conference, information from Michael Cannon of the CATO Institute, giving  the reasons we are in favor of the Federal Exchange.
Carol reports that Governor McDonnell, if forced into a decision, will default to a federal exchange.  Thanks for all your calls.  The TEA Party has been working to get to this point for two years!  A state exchange would have to be established by the General Assembly.
