You can count me in as a concerned York County citizen AGAINST the proposed
zoning changes regarding aquaculture, agriculture, and freedom! When we
bought our property in York County after my husband's retirement from the
Air Force in 1997, it was in full knowledge and because of its rural history
and status. I have yet to hear any specific reason why you would seek to
drastically hinder what citizens may do on their own property and raise fees
and fines regarding that use. What is the justification for this
wide-reaching grasp of government power rather than maintain a case-by-case
review if needed? Why the incredible speed of dealing with this agenda?
Our Founding Fathers, many of them Virginians, designed a country and its
Constitution with the specific goal of limiting government to protect the
people's freedoms - including private property rights. This zoning action is
in direct conflict with that inherently American philosophy! If this zoning
change is, in any way, a part of the UN's Agenda 21 plan to control land
use, how can you justify that action under the US Constitution's Article VI
"Supremacy Clause"?
I find it disturbing that this action has been quickly pushed through during
the same time as the recent state elections when most citizens were focused
on those campaigns for the General Assembly and local positions. The
impression this gives is that you were trying to jam it through before
people noticed and questioned it. Why? There is no pressing need for this
drastic change, so what is the real reason you are doing this? I urge you to
table this action until each of you has a full and complete understanding of
Agenda 21/ICLEI and its oppressive individual property regulations as well
as to have time to hear from citizens concerned about their personal
property rights and freedom. I strongly urge you to vote against this zoning
change that is oppressive to York County citizens' personal property rights
and freedom.

Dear York BOS members and other public servants,
Please oppose any regulations resulting in a breech of your constitutional
oath and obligation to protect individual property rights. At the least,
table this issue until each of you have adequately researched and publicly
discussed the pros and cons, including the unintended consequences of
voting on these land use/management regulations. You have every reason to
learn the facts including the origin, history, and goals of these
regulations coming from UN AG21/Comp Planning/Urban Renewal/Light Rail/going
Green initiatives, as an elected public servant. Please do not make this
decision, based on a socialist agenda, until you have studied this issue
from a perspective other than what is provided by the Planning District
Commission (HRPDC). The grant money to localities for "environmentalism
and land use" comes with many regulations, resulting in gov't tyranny,
loss of individual sovereignty, unconstitutional, unwanted, unaffordable
mandates destroying private property rights and prosperity in VA and across
our nation. The threat is dire and eminent. Learn more

note, "Sustainable Development or Sustainable Freedom?". It is geared toward
helping elected officials understand this comprehensive and complex issue.
The goals of UN AG21, control land and human behavior, and destroy

property rights issue.
I have been victimized by these regulations in Mathews County, resulting
from the Chesapeake Bay Act, in my yard! It is happening more and more and
we pray you will stand against such government confiscation of individual
property rights.

The changes being voted on this Wednesday night and currently favored by the
majority of the Bd of Supervisors in York County are not only unprecedented
in Va, but will have devastating consequences for our citizens, our quality
of life, our health, our freedom, our self sufficiency as a community & our

Take a look:
1. Farmland: Currently there are 7940 parcels that can be farmed(where crops
or animals can be sold off premises).........if this passes there will only
be 115 parcels that will be able to be farmed. This is a 98.5% reduction.
2. Working Watermen: Currently there are 1322 homes where working watermen
can dock their boats and offload their daily catches, by right or after they
obtain a special use permit.......if this passes there will only be 10 homes
where this can be done. This is a 99.3% reduction.
3. Aquaculture: Currently there are 1322 homes where homeowners can do
aquaculture with a special use permit on their land & on their
docks.......if this passes there will not be a single one. This is a 100%
reduction.
4. Freedom: We, the citizens will only be able to do on our own private
property what is written in the Zoning Code or some activity similar to
something written in the code.

Please do not pass these new anti-property rights, anti-agriculture,
anti-waterman, anti-aquaculture, anti-environment, anti-Bay Zoning Law
restrictions

Distinction between conservation and environmentalism: The first means
taking care to use natural resources without ruining them for the next
person. The second says that mankind has no rights and suggests that any use
of any natural resource causes damage. We must STOP AGENDA 21!
