[Peninsula-Patriots] Confusion related to HB 1160

HB 1160 as amended by the Senate was rejected by the house yesterday. Our delegate Keith Hodges was advised by one of our own patriots to vote as Bob Marshall voted. When looking at who voted for and against the bill I noted that Marshall had voted against the bill as had Keith Hodges. I emailed Donna Holt for clarification. What follows is our correspondence. Keith sent Sue Long an explanation of why he voted against the amended bill. This was what he said:

 Many are concerned about the Senate amendments to HB1160.  I am afraid that if the bill is passed with the amendments we will never be able to strengthen it.  For this reason, I voted to not accept the Senate amendments and send the bill to conference where the House and Senate will hash out their differences.  The time is now to get it right.

Look at the name carefully. The are two Delegates with the last name Marshall. One is Daniel and one is Robert. Marshall, D.W. (Daniel) is listed under the nays. Marshall, R.G. (Robert of Bob as we call him) is listed under the yeas.

I thought Bob had said he approved the amendment. If they intended to confuse the vote they surely succeeded as far as I am concerned. However I trust your understanding and will go with that.

DeWitt,

He voted for it, not against it. It's confusing the way they posted it. That is probably intentional. The "yeas", voted in favor of the Senate amendment. The "nays", voted against the Senate Amendment. They posted it as "Rejected (48-Y 51-N)" making it look like it was a vote to reject the amendment when in fact, it was a vote to adopt it. 48 voted in favor, 51 voted opposed.

Do you know why our friend Bob voted against the amended HB 1160. I would email him but I know he is so busy at the moment. He was in favor of the amended bill in the last correspondence I had with him.
